Hard to really call Indians a "race" (or Pakistanis for that matter), but in a sense yes. They're mostly Urdu-speaking Punjabi Muslims who were originally part of India but then declared independence.

Well there is no such thing as a "pure" Indian. That said there is a lot of Iranian and Afghan blood. They have a shit ton of Pashtuns and Kashmiris -- actually AFAIK Pashtuns are one of the main ethnic groups of Pakistan.
On average Pakis are later, mostly because there are a shit ton of dark as fuck Indians in the south and the east
