Because corrupt senators and local officials actually work with the cartels and block army action from occuring. They few times when the army has openly fought with the drug cartels the military completely steam rolled over them. But it won't happen on a large scale do to corruption unless Mexico had some sort of violent military coup but that won't happen.

Why don't the US send the army and lock up every fucking metheads and drug consumer in the US.

As long as our northern neighbour will be the first consumer of drugs in the works and as long as it will stay a multi-billion dollar market right next door, there will be people willing to provide a supply to this gigantic, highly solvable demand.

Bear in mind that cartels in Mexico are usually only intermediate! They still smuggle some local shit weed but it has decreased a lot during passed years. Met they stilk do produce as well as some synthetics. But the bulk of drug trade comes from Colombia (cocaine) and middle east and western Asia (heroin from Afghanistan). So the Mexicans have adquired a lot of money after the break down on the Colombians and are now coordinating a lot of the trade coming in the south of the US.
But even imagining mexico failed state could do something about it, another head of the hydra will come out. Look at how some andine/Colombians are trying to go through west Africa to reenter US and Europe in order to go around traditional routes.
Maybe the next big player will be the Chinese triades smuggling shitton of heroin from warlords in central asia in the millions of containers coming from Asia to US after transpacific deals.

What you said is absolutely fucking retarded. Drug cartels already break the law and have access to military grade weaponry. If the general population was armed they could stand up to them far more effectively. The places that drove out the cartels were all rural areas in the south where all the farmers and indios own rifles and were able to stand up to them with firearms.

Extorting is indeed a problem but the revenues have nothing to do with the size of the drug trafficking. Prostitution and human trafficking is definitely an area where the Mexican government, assuming it wasn't a failed state, could do something.

Surprisingly, a big source of revenue for them is robbing and smuggling raw oil.
They blackmail pemex employees and kidnap engineers to buy silence and information's, they dig the pipeline outs and add some derivative. The stolen petroleum is either sold back to pemex refineries or smuggled to the US.
Fortunately the low barrel price has taken a toll on this activity, but were it to raise again it would become a major issue.

In case you haven't read the other posts, the federal government is hardly distinguishable from the cartel themselves.
Basically the whole country's official elite is deadset on fucking the rest of the people for their self interest, and any poorman that rises to some kind of power, either through normal ways or violently in the cartels, only wants its share of the cake and would double down on fucking everyone else for their self interest.

Nobody care that families are destroyed by extorsions, that thousands of girls disappear every year, either to be enslaved into prostitution or just merely killed for pleasure. They don't give a flying fuck that stealing from the government makes it harder to pay universities and scholarship or maintain the health system for the population.
So imagine how much they care about a few gringos getting high illegally....

To give you an idea, last year the police from a town in Guerrero state opened fire and kidnapped around 50 students while they were trying to take a bus for a protest march (it is thought that the bus they were trying to take was full of drugs and that the police was supposed to protect it for the cartels). Not only did they do such an obvious crazy killing spree with lots of evidence and testimonies, but they did it on the anniversary of a big student massacre by the government in the 60's (that the student were going to commemorate by a March). It was propelled to international news so they did fire some guys, but the funny part is that while investigating they unearthed dozens of mass grave in the region. One can only wonder the scale of the repression endured by people there.

But really, low crime and corruption rates due to a conservative traditional population combined with lot's of tourism and oil money while maintaining extremely low living costs due to sparse semi-rural population. It also has a pretty awesomely unique culture.

But yeah, the cultural difference is what makes the difference. Actually having a society that believes in rule of law and doesn't accept corruption makes a big impact. The North is in chaos because of their idiotic acceptance of corruption as normal.
