What's the point of protesting if they don't actually do anything? A protest is supposed to be a show of force. It's supposed to be a message to the government that the people are angry and they're going to hunt you down and hang you from lamp posts if you don't listen to them.
If the government knows that you won't actually attempt to do that and if you aren't even threatening to do that then the whole act of protesting becomes utterly pointless. It's just public whining then and they have no reason to give a shit. They will just let you walk around in the street until you get tired/bored and go home.
