Tho I agree with your general philosophy, I'd remind you they were British citizens at the time.
However the British government did little to relieve the famine, mostly because they wanted to clear the land of the Native Irish/Papists who opposed British rule. Though the British government in Ireland were heavily influenced by Malthus and other like minded pseudo-intellectuals on the subject of human population, their primary goal wasn't mass annihilation. They did as little as possible in a ploy to make the Irish to leave for America.
