No, because you can check against NZ budget to see if increased military expenditures could get them out of trouble - the NZ budget is known, as is Nazi Germany's budget. Is it viable for NZ to buy new jets? Is it possible for 1940's Germany to logistically sustain a large enough fleet to Successfully invade NZ by land? If you're talking just grabbing both armies (that is, just infantry) and throwing them into neutral territory and letting them shoot it out, then Germany would win. But if you're talking about a proper war it gets a lot more complicated.

If it was a war between nations, and they had to cross half the globe to do their thing, it'd take more time and Germany would take more casualties and have a harder time, but at the same time, wouldn't face some of the problems it had, supplying steel and fuel for tanks for the East and West for example. And being able to focus more on Naval and Aerial forces.
Either way, Germany would win, it's just too big of a size difference.
