From studies of hunter-gatherer societies that existed into recorded history, a lot to most hunter-gatherer societies relegated tasks by gender, but governmental decisions were made by both men and women, or women took over the role of managing the band. So yes and no. Agrarian society solidified gender roles and expectations and created the transition from egalitarian or weakly patriarchal/matriarchal system into a system governed entirely by men.
