Napoleon's French empire was the greatest one, in fact. He was able to recruit enthusiastic Europeans left and right - Germans, Poles, Italians, etc., who for the first time fought for their own rights instead of for an uppity aristocrat who happened to have a personal problem with another uppity aristocrat. It took 7 coalitions, Blücher and the Russian winter to stop him, yet his legacy lived on. 1848 happened because Europeans remembered how to Napoleon instead of how to king/count/duke/bishop.
