They became soft and unwilling to fight. The professionalization of the military, while necessary, played a major part in this. Being a legionary was hard work, unsafe and no longer a path to riches and glory. Only the very poor would sign up, and then only if they had no other choice. Thus the legions would be filled up with rough barbarians from the edges of the empire rather than the Italians, Greeks, etc. of the wealthy interior. Unable to recruit the numbers needed, the legions would be supplemented by barbarian allies. Tribes or confederations of these barbarian allies, mostly Germanics, would eventually become more powerful than the legions and able to just waltz into Roman territory and go "we Romans now, but we're keeping our own power structures". The western Roman empire would thus become filled with Germanic tribes who each had their own armies and controlled their own areas, in the name of the emperor of course. Eventually, all of the peoples of Italy, the Iberian peninsula, Gaul and western north Africa became mere subjects of Germanic tribes because at the end of the day, men with steel can simply take what they want from men with gold.
