England's conquest of Wales happened in 1282. It was conquest, not a reasonably fair union (like Scotland), or even a very unfair union (like Ireland). It was annexation. Wales became part of England and English laws were imposed.
Welsh politics as a separate thing only happened from the 19th century onwards.
That's why, when the union flag was made, Wales was considered represented by the cross of St George, because it was literally part of England

Scotland and England were brought together by fate more than contrivance and enjoined a mutually beneficial union as equal partners. There was no attempt by the English to suppress Scottish culture, seeing as the Lowland Scots were decidedly anglo-saxon anyway (more so than the English, actually) and they had already done most of the dirty work in suppressing gaelic culture. England and Scotland maintained separate churches, legal systems, education systems etc and still do to this day.
Scottish Protestant Kirk is also quite drastically different from the Anglican Church, which engendered an important distinction between the cultural values of England and Scotland. Wales, however, is subject to the Anglican Church.

The original flag of The Kingdom of Great Britain represented the union of The Kingdom of England and The Kingdom of Scotland. Wales was just some land that got cucked by the Anglo-Saxons long ago and ended up part of the Kingdom of England.

My point being that Wales as a distinct entity is a relatively recent meme. For most of the history of the British Empire it was literally just a province of England.

Just because this particular region has had a modern resurgence of distinct cultural and national identity doesn't mean that those Welshmen who fought and worked for Great Britain whilst at the time being considered another part of England didn't do anything.
England proper is made up of various former kingdoms that were themselves once subsumed into a larger entity, same for Scotland, and indeed Wales. That doesn't mean that the people of those former kingdoms are forever cuckstamped and considered non-entity, non-contributors.
Welshman here, who considers himself British first, and has as much (more in fact) ancestry from England, Ireland and Scotland as he does from Wales.
I like the Welsh Dragon and flag by themselves but I wouldn't want to ruin the Union Jack with it, adding the Dragon would give Wales more significance than it deserves and messing with the colours would just make the Union Jack uglier.
