Citybanan commuter rail tunnel under Stockholm. Will increase capacity at the "Wasp's Waist" and will affect 80% of the rail traffic in Sweden one way or the other.
Delayed for 25 years before construction start because "expensive", the real reason being to have it finished slightly before the gigantic motorway bypass so that planners could claim the motorway helped. The commuter trains have 2 travellers per seat during rush hour, while the motorways only have 0.25 passengers per seat.
The tunnel itself enters service at the end of 2017, but won't reach full capacity until 2025 when local and regional trains get fully separated on the last of the branches. And possibly even later as capacity problems move farther out of town because some faggot decided to cheap out and build single-track railroads in the 1990s.

Rebuilding a bundle of country roads farther out of town would have cost a fraction of the 3-7G€ and still taken care of the elusive "long distance road freight".
In fact, the acess tunnels alone are long enough to be the southward extension of the Metro Blue line planned in the 1960s (a project that only started to move last year).
