The question, so far as I'm aware, isn't "have you ever committed a terrorist act in the US", but "have you ever committed a terrorist act", ie anywhere. Could be wrong though.
Even if not, by saying that you haven't, you lose one more argument sitting in front of a judge. "They never asked me if I was a terrorist", etc. By saying "no, I'm not", and then it turns out, yes you were, you incriminate yourself.
