Direct democracies are shit because mob rule is shit.

Caesar's legal reforms are regarded by historians as "simply brilliant." He brought an end to loan sharking which was hurting the lower class. He managed to lower the number of people receiving "welfare" grain from 320,000 to 150,000. The ones that he cut off directly he sent to colonies and gave them land. He improved housing for the poor and gave temporary rent relief to stimulate the economy.
He had the marshes in southern Rome drained so they could be arable farm land, and began streamlining local governments. He gave Roman citizenship to Greek scholars and teachers hoping to improve Roman education, and planned on investing heavily in Roman public education.
This is just a short gist of the things that Caesar accomplished in the small time period he had.
