Anything that can threaten the Irish state and requires the use of all their military assets would be something that poses a threat to UK. Any force with the logistical capability to pose such a threat means that Ireland is pretty much screwed anyway and a squadron of fighters won't make much of a difference.

1) It's a recommendation NOT a compulsion
2) Most Nato countries don't bother. Portugal spends a mere 1.4% GDP on defence and this pays for a larger in military than Ireland's in more areas than the air force. An annual 1% GDP would probably be sufficient for Ireland to keep a couple squadrons of fighters

In essence, Ireland is contracting out its sovereignty to a foreign country even though it can afford not to. Arguably the Swiss are even worse, they are FAR richer than Ireland (in absolute terms) and rely on neighbouring air forces to defend their skies. I think this is just shameful:

This is a good example of what I was talking about earlier, a hijacked commercial plane, a possible threat to Ireland. If this happened to Ireland and they asked the RAF for help that would be humiliating to the Irish.
