Do you not realize the sheer number of immigrants needed to effectively compensate for the naturally low birth rate?
The current fertility rate of Japan is 1.42, for the sake argument let's ignore the effect of population lag, and basically, if you want to increase that number to 2.07 (for an extremely developed country like Japan it's more or less replacement level), that would mean that you would have to introduce new members (i.e. immigrants and/or immigrant babies) to such an extent where 32% of the 2.07 babies and/or "new laborers" per woman would be immigrants.
That's literally one third of the population. But that's just initially if it happened right away. If the fertility rates stay the same for natives, you would have to keep importing immigrants to compensate.
And so in 100 years, sure, you'll have "saved" Japan's population structure. But there will be almost no Japanese left.
Realistically, it's completely impossible to compensate for such a low birth rate with immigration. Maybe in a country like France which at least has a TFR above 2, but otherwise it's just a band-aid on a severed wound. The solution needs to involve the native population. Either find a way to get the native population to make more kids, or find some other solution (for example, massive automation/robotization).
