There have always been charities though, largely operated by the church or by religious individuals. They're not as unstable as you'd think, people like to help others as long as they have the means, and donating to charities is an easy way to do this. Not many charities go bankrupt because there are no real operational expenses, and if there is a decrease in funds donated, they just service fewer people.
However, a decrease in funds usually means a slowdown in the economy, which also affects taxes(unless you run a deficit which is also really bad)
