Because when we first made the border the line was supposed to go up to the northwest most point of the lake of the woods and then dip back down to the 48 parallel (part of a deal with the british after 1812). Little did we know the lake of the woods is retardedly shaped and the northwest most point had land to the south of it, meaning a chunk of Canada got cut off.
