It's undeniable that the Scandinavian Peninsula is cold, but I think his point is just that people don't live in the cold parts. Here in Norway you don't really have towns of over maybe 6k living in those constant -30C or more areas far inlands. And judging by population density, I wouldn't assume that many people live in the really cold parts of Sweden or Finland either. Most stick to the south, or the coast.
