It's undeniable that the Scandinavian Peninsula is cold, but I think his point is just that people don't live in the cold parts. Here in Norway you don't really have towns of over maybe 6k living in those constant -30C or more areas far inlands. And judging by population density, I wouldn't assume that many people live in the really cold parts of Sweden or Finland either. Most stick to the south, or the coast.

Virtually all houses in the UK don't have air-conditioning and it's still an option on low end cars because we don't need it
Plus humidity makes a lot of difference so when it does hit 80F for 3 days of the year, we definitely feel it
