I agree, both countries are hard to fill because their strategic locations make them frequently contested among player, and they have a huge number of territories.
Because of that, Germany's bonus is justified, but I believe France's should be equal (or a bit less, I haven't really counted). Just look at all the games when France is not filled until the end and often by 3 or 4 different players. Raising the bonus would also raise conflict in the area, and make games more interesting imho.

I believe bonuses should be granted according to the number of territories but also how hard it is to fill a country. Egypt is pretty important because it links Asia and Africa so it should count for more, but Ireland is pretty irrelevant strategically, so a big bonus would be weird.

I simply used the original map's bonus minimap, which had those "blobs", but "at least" it had correct nation borders too, meaning I didn't have to retrace them on the new, awfully disgustingly wrong bonus minimap
