Yes it does, if people with certain mutated genes doesn't reproduce of course the genes won't get passed on and you'd be able to virtually get rid of inheritable diseases.
Obviously to find a compatible partner a full gene sequencing would be required to insure that there wouldn't be any recessive genes that causes disease.
I'm not saying that problems such as mental health would be fixed, because there's almost always environmental factors playing a role as well, but it would greatly decrease the rate.
