Prior to support South Korea, US should discuss with Japan. And Japan has to get an approval from the Congress and starts bureaucratic processes. So US needs longer time to start preparation of South Korea support and also needs time for long distance move of troops.

US has already shifted major troops to Guam and Japan. Thhe remaining minor army bases are far from the boarder and for humanism support for US citizen and non-Korean foreigners.
