This does not work in the long run. Creating a resentful underclass will isolate them and breed all sorts of nasty things that produce instability
The only good way to do immigration is to assimilate the immigrants, and the only way to do that is to not let immigrants in too fast, otherwise they can't integrate. Immigrants should also feel like they're not discriminated against, if they feel like they get a fair deal, they will find it easier to assimilate into society.
