If you want a real, non-meme answer it has to do with Florida transparency laws. They have the loosest regulations when it comes to reporting arrests so the media has much greater access to case details and can publish them without fear of litigation. Add to that that it is a very populous state and a haven for drifters because of the weather, and you have a recipe for Floridaman.
I'm inclined to believe the crazy shit that happens there is happening everywhere in the world, but other places are more protective of the accused's personal info
