We will become more powerful and be in the top tier, but to become a superpower again we will need to spearhead a new paradigm like we did with the industrial revolution. So it's possible but unlikely and cannot be predicted.
The best thing we can do is improve our economy so it nurtures innovation, become top in Europe, while growing the military again

Sure oil is an important part, but not the main. Budjet consists of oil and gas income for a half but for last years it grew for 10 times or more so it's a problem, but not for a long time. 4 or 5 years and Russia will again have 1000$ salary.

I don't really understand you. Why do you think things will automatically improve in 4 or 5 years? Sure oil may rise again, but you don't want to be beholden to commodity prices.
In order to encourage more business growth, inward investment and diversification, Russia needs to change - it needs to somehow suppress corruption. Putin's model of governance encourages it.
