Yes, but most people can still feel some connection to their heritage and aren't at the point where they're an 1/8th German, a 1/16th Irish etc. They're not grapsing in the dark for something they can feel a connection to. I seriously doubt the average Brit cares about the average Norge or the average pol cares about the average kraut. This sort of pan- European identity is only found in places where the population is so mixed, that the don't really have any connection to a place their ancestors came from.
