My guess would be a lack of infrastructure and developed industries.
Russia is very small on financial market, their industries are still in post socialist recovery, their service sector is nonexistent and their exports other than natural resources are to poorer countries. Your GDP grows when you turn around piles of cash. This simply doesn't happen there yet.
