True randomness, a prerequisite for free will to exists, can only exist in an environment where things can literally materialize without any logical reason, and that's actually the definition itself of randomness. Everything in this universe, absolutely everything, up to and including the quantum level, is a byproduct of the universe existing. Everything is a result of the initial Big Bang (or whatever caused it), everything has an explainable cause, hence it's not random.
The ONLY random thing in this existence is the appearance of the universe itself - the Big Bang. Everything that follows after it is NOT random and in the environment created by it randomness CAN NOT exist. It's that simple.

Lots of quantum processes are random though. If you have a radioactive atom there is no way to predict exactly when it will decay, you can make educated guesses using physics but exactly when it will decay is essentially random.

That's a huge problem with the "random" definition nowadays - you're mistaking unpredictability for randomness.
Again, the definition for randomness is not something that we lack the tools the predict, but something that has no cause and couldn't be anticipated by any means. The universe, an environment without a cause, is random (or the non-simulation universe that such an event occurred, or the creation of "god", or whatever the fuck is the cause for our universe if there is one). Everything in that environment is caused by the universe or a chain reaction of the upper event that created the universe - it has a cause, hence from one frame of reference, be it higher dimensions, having infinite energy or time, or whatever you'd need to use so you can measure it, it would be predictable. The fact that we can neither obtain the energy, nor the observation from higher dimensions doesn't mean that it's unpredictable, it means that we're limited. An ant is absolutely incapable of predicting whether the coin will land heads or tails, that doesn't make the coin toss random.
