Japan was somewhat modernized before post WWII though. The centralization of power and the modernization of the military structure during the Meiji restoration had given them an edge over other regional powers that enabled them to build an empire on East Asia, the amount of resources available from these regions enabled the country to consolidate its heavy industries at the very least, such as the metallurgy wing of Mitsubishi. With the dismantlement of the Japanese Empire in 1945, that country can only exist as a protectorate of the US, especially if you consider the Chinese behemoth just next door.
Unlike the vast majority of countries, Japan was scared enough by Western imperialism that they actually managed to push through radical reform. China actually tried it too, but Cixi fucked that over.

The Meiji Era was the time for Japan when French, British and German engineers and civil servants literally worked for the Japanese central government at that time.
Korea tried to do exactly like that, but it was quite unsuccessful.

At the end of the second world war the Japanese had a educated population as well as the economic benifit of not having to pay for a military (as America took over defence). Japan was able to reverse engineer westren products that they imported and buy patents which their educated populace could build. They then used the low value of their currency to encourage exports while still porducing high quality goods. This allowed them to rapidly grow as an economic power.

Some could argue that we helped modernize Japan as well. But they did a good job for themselves with the "rebuilding aid" we gave them. We only occupied them until 1952 but that did include a lot of major overhauling and political/economical reforms.
