In case you're not following, the north here is the best in terms of fiber penetration. It's available in 60-80% of households in most northern counties.

Because one thing is if the infrastructure is just incapable of getting you high speeds, another is if the average user just doesn't bother getting a fastest connection and companies keep selling the shit ones at high prices anyway.
Keep in mind that iirc 1/3 of Italians never even used the internet, and many just use it to browse the news and shit like that.
