no, the former flag of Kranjska used to be white and blue.
Then, post 1848, tricolours were all the rage, being seen as seditionary and a symbol of nationalism. Red was added in part because it was part of the Kranjska coat of arms and in part because of the russian pan slavism thing in the 19th century.
