The American military is half about being a military force and half about preserving manufacturing jobs. In the popular perception cutting the military funding in the US like saying "yes, we want those tank building guys and gun building guys to become unemployed" to the point where the US produce ungodly amounts of excess military equipment just to put straight into storage. Nobody is saying that. I'm saying that nobody wanted to carry the war on any longer. We were winning and then we left. Once we left the agreement said we have to come back in if the North invades the South. We didn't. We didn't because no one wanted to fight any longer. We didn't lose the battles. We lost the war.

It's called a 'decent interval'.
The Americans had no way of taking the war to the north without unacceptably high casualties and they couldn't build a South Vietnam that was strong enough to stand on it's own.
