It was more of an anti Ponta(the former pm) vs pro Ponta and his rulling PSD "socialist" party. Dobrogea(the part near the black sea) is a PSD fiefdom but the people voted against them and for Iohannis. There are no heavy pre-commy industries in Ardeal(transilvania). Smaller factories that survived the post commie destruction and businesses that centre around small manufacturing and a less corrupt mentality is why those counties in the west are in the green. The county near the sea was heavily industrialised from scratch since Romania was formed and miraculously survived fairly intact (except irrigation)
