DESU Andalusian big cities are ok, problem is that most Andalusians live outside them (not in small villages but in small-medium size cities which account for a majority of the population of provinces like Sevilla).
Since the begining of the democracy Andalucía has been ruled by the same party (the center-left PSOE), which isn't anymore the first party in Spain but holds very staunchly in our southernmost non-insular region. Besides being really corrupt, it secures the support of a solid voting base by allowing them to live either by working for the regional government or living off subventions for the agricultural activity. There is other stuff, such as the unfair overdevelopment of certain regions of Spain (Catalonia and Baque provinces), especially during the dictatorship, which in turn led to underdevelopment of the Southern and Central regions of Spain.
