Subsaharan Africa has never built a developed civilization in human history, so I don't how it could in the future.
Socialo-immigrationists often compare Africa with Asia and say "You see Asia is developing itself, look at China for example, so Africa will develop itself too and the XXIst century will be the African century". But they forgot that Asia had already grandiose civilizations.
