True true, Mexico does have sizeable earthquakes so they'd obviously have to have some high tech engineering to counter that. As for mole people, it appears as though this would probably have some pretty high rent (downtown, new buildings) so it would probably be upper-class Mexicans there. It's right under the main city plaza
