For the most part, yes.
The electrons for a cloud, which is formed by individual electron orbitals. Which aren't perfect circular orbits, but rather odly shaped 3D shells that come in 4 different types (each type with different configurations, except for the d orbitals), and with different energy levels for each orbitals. There are two electrons in each orbital, and electrons can actually move down an energy level, but can't exist between two orbitals. How does it move, then? Well I'd have to explain quantum theory to explain that so "it's complicated" will have to suffice.
