It was a purely defensive policy and aimed more at the USSR than US, also have a no first strike policy.
Their launch platforms are getting better, they can pretty much hit most of the US from the chink mainland and they're rolling out new nuclear subs that will hold nuclear warheads and they're moving further and further out on patrols/missions. They're operating all over the Indian ocean right now and are constantly doing exercises in the pacific.
Sure they don't have the thousands of nukes that the US/Russia have but if they wanted to build up their stock pile it wouldn't take much to do it without most of the world knowing.

Just a handful are capable of catastrophe beyond all human comprehension, wargaming aside. You don't need 1000. You don't even need 100.
