If anyone would care to read the lead article it's more about the the government financial system, low commodity prices and her inability to control an uncontrollable parliament. But more broadly this is a very bold statement against this nonsense of BRICS somehow dominating the world in years to come. It's an intellectual fallacy to believe that two commodity exporters (Brazil and Russia), two labor exporters (china and India) and one near failed state (South Africa) are going to somehow dominate the world.

yes, there is an enormous scandal with petrobras. what's more important is the way petrobras funds Brazil's government legitimately. Because commodity prices are low, and the government has basically looted petrobras for years it means Brazil's central government finances are threatened and they can't invest more in petrobras.
