It was never chilean. There was 1 claim in the 1830s that was JUST made so chile could had something to trade and keepland in tierra del fuego.
30 years later in 1859 the Argie embassador started to push chile to accept the boarders we already have based on spanish law *andes to the pacific belong to chile, andes to the atlantic to la plata (now argentina). Argentina had 4 civillian villages already and one governor in patagonia. Another 30 years had to happen without ANY MILITAR OR CIVILLIAN chilean living in that area. It belonged to argentina and chile never tried to own it.

We are talking about 1799 before independence, Chile felt neglected, Lima didnt send troops, a lot of forts and small villages had to be abandoned. Chile was pretty much a war zone and didn't benefit from our ports. So it wanted to be under rule of provincias de la plata, Spain and Peru were kinda mad so that died pretty quickly.
