Only if I have a good reason to, e.g. asking for directions. Also I don't do this myself, but if someone strikes up a conversation with me on the bus or at a sporting event I'll generally try my best to converse with them and to not blow them off.
I mean maybe it's just the way I was raised but if I can help it, I try to leave a good impression on people I converse who likely will never see me again. Takes minimal effort on my part and usually leaves someone else with a positive memory.
