I heard that cell phone networks often share IPs with proxy servers. Don't quote me on that though, I'm just relaying what I read from a comment on 4chan. But it seems likely to me, like half of the time I lost from my phone I'm banned for something I didn't do and have to put my phone in airplane mode and take it out to get a new IP.
