Better question, why is South Korea so high?, higher than Japan even, ive been to both and it doesnt even come close to Japan, outside of the bigger cities its really shit.
And in the cities its full of poorer people struggling from the usual centralisation problems.
It is by NO means better than Austria or France.

Young people migrate to Seoul/other cities, which leaves a lot of elderly and unproductive people alone and isolated. This is one of the main reasons why rural South Korea is so bleak and undeveloped.

Rural Japan is comfy as fuck though.
