Actually pretty good because the government here ran a program called Connect Yukon about 10 years ago that led to us being the most connected jurisdiction in Canada in terms of broadband/high speed internet. The prices aren't terrible, but there's a monopoly run by Northwestel. Here are some of their packages:

Yellowknife has newer and bigger building in it's downtown, but I don't think that it makes it better than Whitehorse. Yellowknife is a shorter flight away to the rest of civilization.

Yellowknife is a shorter flight to Edmonton, and there's a bunch more flights that are also cheaper.
Whitehorse is on a highway, but it's not a well travelled one. Yellowknife has better marine access, so they can have large quantities shipped there better.
It's not so much that the Yukon can't handle it's own shit. The Northwest Territories and Nunavut used to be one territory, and Yellowknife was the capital, so it was of greater importance. Some of the the functions of Yukon's governance was handled through British Columbia in Victoria.
The development of each territory was different. Much of the stuff in the NWT is more recent and on land that has a stronger native claim to it. They were able to get more corporate stuff located in Yellowknife, while a bunch of companies did stuff in the Yukon with corporate in Vancouver, or in London.
