There are still characteristics, and animation is still done in the west too. Much of it is outsourced, but there are still western animators. And western animation still has its characteristic artstyle. Those tiny, completely round eyes that are "ironically" meant to look stupid. Almost every western cartoon. Such trash. It really shows the shitty mentality most western creators have, they don't respect animation as art, they just have to turn it into a joke, saying "hey we are just making cartoons ironically we don't actually think it's worthwhile!" while Japanese cartoons at least take the medium seriously as an art form. You may say a lot about the quality and creativity but at least they play it straight and do their best within what their limited resources allow them to do, because they see it as the art form it really is. The character design isn't made to tell the audience that it's just a joke, done ironically.
There are exceptions to the rule for western cartoons too, but they are few and far between.

There you go. 80's Western cartoons were often 20-minutes long toys advertisements, nobody on board really gave much of a fuck about what they were doing.

My problem with Japanese animation is that there just isn't much of a focus on, well... animation. It's often beautiful, detailed images and nice stories, but the actual animation on the characters is minimalist as fuck and boring. The only time when they put some effort into it, they attempt to look realistic, which is boring as fuck - what's the point of animating it if you're just gonna do only what you can do with live action?
Well, I guess they do get creative with magical girl transformation sequence.
Western animation often has more simplified drawings and less complicated/mature stories, but at least it (used to) put some focus on actually animating shit. Using animation to do what live action can't.
