She honestly wasn't an awful PM, Tones just did a great job of making her out to be. The "There will be no Carbon Tax" line is burned into memory of every Australian.
She was always destined to be unpopular too because she came to power as PM by deposing Kevin Rudd as party leader (Exactly what Turnbull did to Abbott several months ago), which just gave Tones more ammo to beat the Labor party with by making it seem like they had a lot of interparty problems and weren't fit to govern the country. It's worth noting that Rudd was one of the most popular PM's Australia ever had, having like 70% approval at one point, he was just in a poor situation at the time because his Emissions Trading Scheme policy was failing to make it through the Senate, and instead of persevering through it the Labor party stabbed him in the back because a lot of higher powers in the party didn't like Rudd as leader. When all hope was lost for the Labor party in 2013 they made Rudd leader again 2 months before the election and that honestly saved the Labor party from being obliterated at the election (They still lost badly but It wasn't the complete whitewash It otherwise would have been).

I was looking at the approval rating of Kevin Rudd and it honestly wasn't even that bad. When they dumped him in 2010 it had gone into freefall mode having dropped 14% in the space of two weeks but It was still in the 40's and platue'd in the 40's, they didn't dump him until 2 months after that but It was an election year and weak support meant they had to do something to win back the voters they'd lost.
40% approval seems bad, but If only they knew how bad it could get, both Gillard and Abbott had approval ratings sub 40% for years before the party kicked them out, Gillards record low was 23% and Abbotts record low was 24%.
