Why are we not funding it yet?

Brazilians would be able to get a EU passport and Portuguese people would have a country with a decent economy.

Brazil is deindustrializing, commodities prices are falling, inflation skyrocketing. Stagflation is guaranteed for next 10 years. Brazilian economy will only grow again by 2025 and only if China buy some Brazilian companies.

Every modern economy is expected to run on debts nowadays. And Brazil is far from having a problem with payments due to massive reserves. It's you that think otherwise and tried to imply this small spike on Brazil's government debt is "TOTLZ COLLAPZIS!!!111onze!!". There are more worrisome things.

Estonia has a low debt to GDP but their infrastructures are shit
Portugal has made costly investments which led to a big increase of debt to GDP but the investments brought quality of life like roads/medical centers/dams/wind mills/schools,etc
You don't need to reduce your debt if your country is having an economical growth and indebting actually attracts investments.
