It serves the same purpose, the drinking age is 18 here thus implying that the buying age is also 18. If they catch you drinking when you're 16 they can't fine you. The only things they can do is a) either take you home if you're too drunk b) call your parents to pick you up and they can say that they won't and you're free to go c) tells you to not drink much and let's you go
