Western cultures take in refugees by the thousands, launch aid campaigns to alleviate poverty in countries that can't possibly repay them, and at least have things like welfare for people who fall through the cracks. It's simply that we also place a strong emphasis on personal freedom, which means that kin support networks don't play as large a part in under propping people who are unfortunate.
And western nations don't hate poor people. Once again, it's another tradoff of the individual liberties emphasis.
