Because movies and art in Europe are basically government run.
Movie makers and other artists don't have to go into huge risk going overboard with their budgets to earn money. They can just crap out an indie art film that no sane person would ever watch, get an award in a rigged competition at a movie festival, get money. It's just a small circle of actors and directors recirculating money taken from the workers.
Similarly, painters and sculptors can come up with some crap in 10 minutes, say it's art, host an exibition and get money regardless.
