It's true I'd rather learn a fellow Germanic language first, and then learn more foreign ones in a easier to harder format.

Nah a majority of Quebecois have pretty poor English communication skills, even the fluent ones.
There is a difference between the comprehension skills you're taught in school, and the communication skills you learn by speaking a language with natives and anyone who has lived in Quebec knows how culturally segregated it is for the most part.
