It can still have a net positive effect, as many functions (the ones I mentioned) of the emperor cannot be measures directly in terms of money. Additionally, the potential benefits are imparted directly to the Japanese people and its many companies as opposed to being a revenue stream for the royal family. So just looking at the economy of the royal family is not necessarily indicative of the potential benefit it brings the country.
